| Concord Police Department Lt. Dyer provides more information on the incident….
During the investigation officers noticed the child appeared to be lethargic while the female displayed symptoms of being under the influence of a central nervous system stimulant. Officers subsequently arrested the adult female for being under the influence of a central nervous system stimulant and contacted Child and Family Services to take protective custody of the 18 month old child. The child was sent to an area hospital for a medical examination. As the investigation concluded, the woman’s husband who is the father to the child arrived and protested the arrest of his wife and the protective custody of their child. He too is a Romanian immigrant and he was able to provided officers with passports and documentation from that country. Officers contacted the original complainant who called CPD because he had seen the same woman holding the child and begging for money in the city of Walnut Creek the previous day. At that time the child appeared lethargic, however the complainant didn’t call the Walnut Creek Police Department. A second citizen approached officers and advised of seeing the same woman that was arrested holding a different child at another location in Concord earlier. The investigation revealed the unemployed Romanian male and female each possessed several hundred dollars at the time of the contact. |

Fast forward to today (Saturday). Another woman, who told a witness she was from Romania, was seen begging outside of the main Concord Post Office with a baby. The Concord Police were called, but before they arrived, the woman went over the the Home Depot parking lot, where she got inside a green Dodge Caravan with a male driver. The van then fled the scene in an unknown direction. Sounds like we might have a growing problem with beggars from Romania who seem to be using their small, sick children to get money. This is a huge problem in Europe, and now it seems to be coming to CLAYCORD. UPDATE: The woman was spotted by Police begging in front of the Bank of America in Todos Santos Plaza. Police determined no crime had occurred, and there was no issue as to the welfare of the mother or the child. The mother and the child were allowed to leave without incident. |

- I’ve seen these Romanian people while on vacation in Ireland and also Italy begging for money. If she is in fact on drugs then it’s a good thing they took her child away from her.
- Do you all see now why these people go out and beg? Because do-gooders give them money!!! They probably had more cash in their pocket at the time the cops located them than you walk around with in a week!Geeze, I’ve seen people stop in front of me in their car, roll down the car window and hand these people a twenty dollar bill. I know, you feel like you’re doing the right thing, and it makes you feel better – it’s just human compassion. But get a clue – they are still there, day in and day out, because you hand them money. I can sleep at night knowing I’m not contributing to the problem. Give your money to a bonafide charity that you can confirm, please…

- “OMG!!! This is the same bunch that’s all over Europe but really horrible in Italy. The last time I was there I was enraged that they allowed that child abuse to to on in the shadow of St. Peters. Our friend who lives there says that their laws against child abuse are much looser than ours, so those folks may find life here in the USA more difficult – that is if they care about the children at all. But the women may be being pimped on this begging thing.
- In Paris I noticed the police just go stand near them while they beg! This is very effective about ending their game, but doesn’t help the baby. I can get very hostile with those people begging!!!
- We have no shortage of strange people here in Raleigh: a bunch of locals training to be terrorists against the us and another calling themselves black Hebrews killing two people and burying them in the back yard, etc ….

- I agree so is there alot of Romanian gypsys in concord.. I kno a few and they all have nice cars lol so idk ?
- They are infront of Pittsburg Winco roaming the parking lots everytime I get groceries…Being a single mom, I am all for helping out another parent in need because I know how hard it can be, but it absolutely disgusts me to see an adult “BEG” for money with their children present. What has this world come to? Everytime one asks me for money I pretty much flip out on them and call them horrible parents and tell them they should be ashamed of themselves and to get a real job and be a positive influence on their kids.
- I noticed a woman with a sleeping child in a stroller asking for money at the front door of CVS. I thought I heard a distinct Indian accent at first. She had a sign but actively engaged customers entering CVS in a conversation. For a moment, I thought it was strange for an Indian woman to be out panhandling, until my wife reminded me that Roma (gypsies) originated from northwestern India. Unusual that this is happening in the Bay Area. Quite common in Europe, especially in large cities such as Rome and Paris. This is organized panhandling. A carabnieri in Rome, told me to look around and you’ll see the “handler” within line of sight of the woman with child – usually a van or soccer mom type of car to quickly load up the stroller and move to the next location.
- I asked last time and did not see an answer. How are these people getting here? Are they crossing in from Canada, or Mexico, or flying into the country and legally entering here to in order to beg? If they are arriving through customs then there needs to be a lot better security. The TSA is pretty much the butt of every joke but I wonder how much good they are really doing.
