I believe you can vote in person, anytime, at city hall. Of course you should check before going down there, but I know it's possible.

Voting early means that your vote counts early, and many elections are won before all of the votes are counted. So yes, it seems that absentee ballots are counted, but they don't exactly specify when.
Sometimes, it may take days until they're counted.
I guess the bottom line is that if you're not away on business or vacation, I suggest voting in person.
With regard to whether you can vote in person given that you received your absentee ballot, I am not sure. I would think that it is possible. I suggest that you look for a phone number on the ballot, and call it to ask.
