The supplemental index at Google is a list of pages that
- don't show up in ordinary searches
- require phrase searches using quotes to be found
Issues that cause a page to land in the supplemental index:
- Orphaned pages without links from other places on the same site
- Duplicate titles and heading
- URL Canonization. Reference
- Issues with the content
- Lack of sufficient incoming links
