Perhaps God knew that the alternative would be worse, even though we can't see how that might have been... 
These are the types of questions/topics that might very well occupy some of our time in eternity. Speaking of which, no level of atrocity over the span of this world's short existence will matter in eternity. Sometimes its hard to see it from that perspective while we're stuck here, though.
