Is God Even Handed In The Punishment of Sin

Is God is even handed in His punishments? In other words, does the punishment fit the crime?
Is it consistently applied without variableness or shadow of turning from one person to another?

Solomon certainly seems to imply that there is no logic in the matter of who suffers injustice and disaster.

(Eccl. 5:13,14; 6:1-3,8; 7:4,15; 8:11, inter alia. "There is something else meaningless that occurs on earth: righteous men who get what the wicked deserve, and wicked men who get what the righteous deserve." 8:14)

I take it that he would not see that troubles are God's punishment, though God permits them to discipline us.

So the troubles for this life should not be considered punishment from God as a general rule. Sins have their own consequences that sometimes fall on the victim, sometimes on the perpetrator. And I have no doubt that sometimes the angels are involved in holding back natural consequences while other times they are allowed to play out fully. And I believe Solomon is correct when he implies that if punishment were immediate on sin, there would be fewer sinful actions perpetrated. (Eccl 8:11)
